Human Resources

The commitment, dedication, knowledge and skills of DOS personnel have played a key role in the achievements of Indian space Programme. DOS attaches great importance to the recruitment, training and development of its manpower to meet the stringent requirements of space programme.

The approved strength of the department is 16,192 of which 11,057 are in scientific and technical categories and 5,135 in administrative categories. The personnel are provided with the facilities such as housing, medical, canteen, schooling for children, etc., towards their welfare.

Centralised recruitment of scientists and engineers with BE and ME background has been continued during the year. The applications were received on ISRO website and induction of engineers have been completed. Centralised recruitment actions have also been completed for Office Clerks-B and Jr Stenographers during the year.

The scheme of induction training programme for newly recruited scientists/engineers which was introduced in 2002, has continued during the year. The scheme is useful for youngsters to understand and appreciate the challenges of the space programme. A permanent training school, ISRO training school, is being formed to meet the overall training requirement of ISRO.

Several training programmes in various areas of technology, management, computer, safety, administrative systems, etc., were organised during the year for the existing employees. Customised and exclusive training programmes for middle level scientific, technical and administrative officers have been organised with by tie-ups with
reputed management institutes. In-house training programmes for administrative staff have also been initiated.

 

 

Housing
DOS has the policy of improving the level of satisfaction in respect of housing in a phased manner for its employees at Ahmedabad, Bangalore, Hassan, Thiruvananthapuram, Mahendragiri, Sriharikota, Sullurpeta, Nagercoil, Valliyoor, Valiamala, Aluva, Lucknow, Kharagpur and Port Blair. A total of 6706 quarters (excluding those allotted to CISF and other agencies) are available. The overall level of satisfaction achieved so far for the employees of DOS is 46 per cent (excluding PRL, NARL, NRSA and IIRS).

 

 

Joint Consultative Machinery (JCM)
The scheme of JCM of the Department continued to function satisfactorily. The 33rd meeting of the Department Council of JCM was held in June 2007.

Apprentice Training
1569 apprentices were trained in various DOS/ISRO Centres/Units under the training programme of apprentices in the Technical and Commercial Trades.

Reservation In Services:
Scheduled Castes & Scheduled Tribes (SC&ST)

The Department has been observing the guidelines for recruitment, promotion and the welfare of Scheduled Castes and Scheduled Tribes. Table-I indicates the status of representation of persons belonging to Scheduled Castes and Scheduled Tribes.

 

 

Physically Handicapped
Position regarding appointment of Physically handicapped persons, is furnished in Table-II.

 

 

Ex-Servicemen
The status of representation of ex-servicemen is furnished in Table-III

 

Other Backward Classes (OBCs)
1293 persons belonging to Other Backward Classes have been appointed by the Department so far. Among this, 154 belonging to OBC were appointed during the year.

Women Employees
There are 1288 women employees belonging to Scientific & Technical categories and 1274 women employees belonging to administrative categories, in the Department as per details at Table-IV. They represent 18.77% of personnel in the Department.

 

VIGILANCE
Vigilance Awareness Week was observed commencing with administering of pledge to the employees on November 12, 2007.

PROGRESSIVE USE OF HINDI
Implementation of Hindi in DOS Centres continued with vigour during the year. The Official Language Implementation Committee (OLIC) of Department held quarterly meetings to review the progress in the use of Hindi. The Joint OLIC has also conducted its quarterly meetings to review the progress in the use of Hindi in Bangalore based Units. The meetings of the Official Language Implementation Committee were also held in each Centre/Unit of DOS/ISRO to review the implementation and progressive use of Hindi. DOS/ISRO and its Centres and Units have also participated in the meetings of Town OLIC constituted in the their respective towns.

The second Sub Committee of Parliament on Official Language has inspected Branch Secretariat, DOS, New Delhi regarding position of implementation of Official Language Policy on December 26, 2007.

In order to implement Hindi in more meaningful and effective manner and to evaluate the progressive use of Hindi in DOS/ISRO Centres/Units, an Annual Inspection Programme was drawn up by Department. The designated Officers have inspected the Centres/Units to review the position of implementation of Official Language. Also various other units of DOS/ISRO viz., all five RRSSCs, NE-SAC, IIRS, Dehradun, ISTRAC Ground Station, Lucknow etc. have also been inspected regarding Implementation of Hindi. The officers from Regional Implementation Offices of Department of Official Language have also inspected the various Centres/Units to review the progressive use of Hindi.

The training programme in Hindi through Hindi Teaching Scheme and other Departmental arrangements have been strengthened. The percentage of employees possessing working knowledge of Hindi in all DOS/ISRO Centres/Units has considerably increased to more than 80. The Centres/Units have been requested to prepare an action plan for imparting training to the remaining employees and to complete the training programme by 2007-08. Hindi Stenography Classes are being conducted in some Centres/Units through Video Conferencing in Multi mode. Arrangements have been made for imparting training in Hindi Typewriting in all Centres/Units. One of the Stenographers in VSSC has secured the first position at all India level in the stenography exam held during the year.

Hindi Day, Hindi Week, Hindi Fortnight and Hindi Workshops have been organised in all DOS/ISRO Centres/Units during which competitions in essay, noting and drafting, typewriting, quiz, poetry recitation, debate etc. have been held. These competitions have been organised for Hindi speaking and non-Hindi speaking employees separately. The prizes have also been awarded separately for each category.

A delegation form the department participated in the eighth World Hindi Conference held at New York, USA during July 13-15, 2007 organised by Ministry of External Affairs, Government of India. Publications and publicity material of the department was displayed during the conference and were distributed to the delegates. The Department’s Annual Report, Outcome Budget and the Detailed Demand for Grants were brought out in Hindi and English. The Annual Reports and the Audited Statements of Accounts of Antrix Corporation Limited, NARL, PRL, NRSA, SCL and NE-SAC have been brought out in bilingual form. Several pamphlets and stickers/posters on Indian Space Programme were brought out in Hindi also. Booklets on PSLV-C7, PSLV-C8, INSAT-4CR, Edusat, Telemedicine, Glimpses of Indian Space Programme and VRCs were brought out in Hindi also. “Antariksh Bharat” a quarterly technical magazine is brought out by the Department in Hindi. In-house Hindi magazines are brought out by various Centres/Units of the Department.

A book on Indian Space Programme – “Bharatiya Antariksh Karyakram – Aam Jan-Jeevan Tak Pahunch” has been brought out in Hindi depicting various activities of the Department. The book was released by the Honourable Minister of State, (PMO) on June 22, 2007 during the 2nd meeting of Joint Hindi Advisory Committee of DOS/DAE.

During the year, Hindi books on selected topics were purchased by Centres/Units of DOS/ISRO for the library. As a part of computerisation programme in Hindi, Leap-Office Hindi Software has been purchased and installed in computers in DOS/ISRO Centres/Units. Hindi Software training in Leap-Office was imparted to the employees to enable them work in Hindi on computers.

Arrangements have been made to send Parliament Questions and answers through E-mail so that on-line information is available to the members of Parliament through Internet Website. ISRO material relating to Indian Space Programme, Projects, achievements etc., have been prepared in Hindi and English and loaded on ISRO Website. In addition to Departments own Website, PRL, NRSA and NARL have their own Websites in hindi.

In order to encourage the Scientific, Technical and other staff to contribute articles in Hindi for Inter-Centre Technical Seminar as well as for publication in in-house journals, cash prizes is being awarded. A sum of Rs.2250/- for each article accepted for Hindi Technical Seminar in the respective Centre and a sum of Rs.3000/- has been prescribed for each article accepted for Inter-Centre Technical Seminars in Hindi.

With a view to accelerate the use of Hindi in official work in various Centres/Units of DOS/ISRO, the incentive scheme of Department of Official Language for doing original work in Hindi existing in the Department has been revised. A sum of Rs.2,000/-, Rs.1,200/- and Rs.800/- is prescribed as 1st, 2nd and 3rd prize for writing at least 10,000 words in Hindi pertaining to their work in the centers/Units located in Region ‘C’ and as far as Region ‘A’ & ‘B’ are concerned, it is 20,000 words. This has motivated the employees to do more and more work in Hindi.

During the year, another change has been brought out in the above scheme wherein group ’D’ employees, canteen staff and drivers are also included under this scheme with the modification in respect of Number of words, ie., the number of words for these groups of employees has been reduced to half of the existing one and consequently the prize amount is also reduced to half.

Organisation of Technical Seminars in Hindi
In order to implement Hindi in more meaningful and effective manner, technical seminars were held in individual Centre/Units as detailed below:

Bharatiya Antariksh Karyakram mei Nayee Chunautiyaah” was organised by SAC on January 17, 2007.

A Technical Seminar in Hindi on “Unnat, Utkrisht, Udeeyamaan upayukta, upagrah taknik” was organised on April 27, 2007 at ISAC, Bangalore.

A joint Hindi Technical Seminar on “Bharatiya Samanav Antariksh Mission – Praudyogiki Vikas Aur Chunautiyaan” was organised on August 2 –3, 2007 by LPSC and VSSC.

A Seminar on “Rashtriya Vikas mein Antariksh Praudyogiki ki Bhoomika” was organised by SDSC, SHAR.

A joint Hindi Technical Seminar on “Chandrayaan” was organised at ISTRAC, Bangalore for all Bangalore based units on October 30, 2007.

An Inter Centre Seminar “Bharatiya Antariksh Karyakram – Unnat PraudyogikiyanAur Chunautiyaan” for all centres/units of DOS was organised by NRSA, Hydrabad on May 4, 2007.

The employees of DOS/ISRO Centres/Units have also participated in the activities on progressive use of Hindi organised by various voluntary organisations viz., Kendriya Sachivalya Hindi Parishad, New Delhi and Mysore Hindi Prachar Parishad and also by Town OLIC.

The employees of various centres/units of the Department have participated in maximum number in various competitions organised by Town Official Language Committee (Town OLIC) for their member offices and have got maximum number of prizes. VSSC, LPSC, ISAC, ISTRAC have also sponsored some of the programmes organised by Town OLIC. DOS Secretariat, has also sponsored some of the Programmes and competitions organised by Town OLIC, Bangalore and also hosted the Joint Hindi Day on December 5, 2007. MCF, Hassan shoulders the responsibility of Town Official Language Implementation Committee, Hassan. ISAC has been awarded second place with regard to Implementation of Official Language by Town OLIC, Bangalore.

Hindi Book Exhibitions were organised in Department of Space every quarter along with English Book Exhibition and good useful Hindi books were selected for ISRO Library.

The Department has updated the Space Science Glossary of the Department in consultation with Commission for Scientific and Technical Terminology, New Delhi. The same is under publication.

The meeting of the Joint Hindi Advisory Committee for Department of Space and Department of Atomic Energy was held on June 22, 2007 at Antariksh Bhavan, Bangalore under the Chairmanship of Hon. Minister of State (PMO).
